(Minghui.org) Sanctioning human rights abusers has become common among democratic countries. After the U.S. passed the Magnitsky Act in 2016, Canada, the United Kingdom, and the 27-member-country EU enacted similar laws. Australia and Japan are working on the same.
In accordance with these laws, Falun Gong practitioners have compiled lists of perpetrators who were involved in the persecution of Falun Gong. Every year they submit several lists to democratic governments, urging them to sanction the named perpetrators.
Falun Gong practitioners in more than 30 countries are submitting the latest list of perpetrators involved in the persecution of Falun Gong to their respective governments starting on July 14, 2021, demanding that these human rights abusers be sanctioned, including denying entry into the respective countries and freezing their overseas assets.
One name on this list is Liu Yuxiang.

Liu Yuxiang became the deputy director of the Jiangsu Provincial Public Security Department in June 2003 and used the position to actively implement the CCP’s policy of persecuting Falun Gong. He commanded and controlled the province-wide persecution of Falun Gong practitioners. His efforts to persecute Falun Gong escalated during his tenure as director of the Jiangsu Provincial 610 Office from December 2008 to March 2013. Illegal and despicable means of persecution were adopted, including arresting practitioners, ransacking their homes, detention without cause, sentencing to “reeducation” through labor, sentencing to brainwashing sessions (which persecutes Falun Gong practitioners attempting to coerce them into renouncing their faith), fines, and expulsion from jobs, all in an attempt to force Falun Gong practitioners to renounce their beliefs.
As the director of the Jiangsu Provincial 610 Office, Liu Yuxiang should be held responsible for the persecution, torture, death, and maiming of Falun Gong practitioners within Jiangsu Province during his tenure. The following is a collection of severe persecution cases during that period.
According to available data, in 2009, 185 Falun Gong practitioners from Jiangsu Province were persecuted, and 168 were arrested and their homes were ransacked. Among them, 28 were illegally sentenced to prison, 33 were illegally sent to re-education-through-labor camps, 27 were sent to brainwashing centers for persecution, and at least 3 people, Xu Jianping, Gu Suoxiang, and Su Zhifeng, were tortured to death.
Mr. Gu Suoxiang was a voluntary Falun Gong point-of-contact person. He was arrested repeatedly and subjected to various tortures in detention centers and brainwashing centers to extract confessions and information.
Gu Suoxiang was at work on November 28, 2007 when he was arrested without cause and taken to a brainwashing center. He was handcuffed and suspended by handcuffs for 19 days. He was not allowed to sleep, and an inmate was instructed to beat him, drag him around by his hair, handcuff him to a pole, and shock him with an electric baton. Gu was not allowed to eat or use the bathroom for long periods of time. The police tortured him by stomping on his stomach, causing serious injuries to his liver, intestines, and other internal organs. The torture caused his organs to lose function. After he returned home, doctors said that he would only live for at most two months. On August 2, 2008, Gu Suoxiang was arrested again and continued to be persecuted. After returning home, due to serious internal injuries, he passed away on March 22, 2009. He was 48 years old.
Mr. Chen Gang, 36, was arrested while going to work on January 17, 2008. He was illegally detained in a detention center for one and a half years. On the afternoon of July 10, 2009, under the control of the 610 Office, the court sentenced Chen Gang to three and a half years in prison. Chen Gang was persecuted in the prison to such an extent that the suffered a stroke, developed amnesia, and half of his body became paralyzed. His body was extremely weak, and he was on the verge of death, unable to take care of himself. Even under these circumstances, officers from the 610 Office refused to allow Chen Gang to seek medical treatment on bail, and forcibly sent him to Suzhou Prison for persecution.
There were 169 Falun Gong practitioners persecuted in Jiangsu Province in 2010. Of these, 150 were arrested and had their homes ransacked, 27 were sentenced, 18 were sent to reeducation-through-labor camps, and 43 were sent to brainwashing centers for persecution. At least three people, Zhou Zhiying, Chang Guifeng, and Zhang Qinghua, died after being severely tortured.
Ms. Zhou Zhiying, an excellent teacher, was repeatedly arrested, sentenced to four years in prison, and tortured. On September 30, 2009, Zhou Zhiying was arrested and taken to a brainwashing center for persecution. Four months later, when Zhou Zhiying returned home, she was completely mentally disturbed, and had bruises and needle marks covering her body. The 610 Office then put Zhou Zhiying into a mental hospital to continue her persecution. Zhou Zhiying passed away on March 29, 2010 from the physical and psychological torture, at the age of 50.
Ms. Zhang Qinghua, a doctor, was arrested while trying to talk to people about the truth of Falun Gong at a vegetable market on June 18, 2008. She was sentenced to jail and sent to Nanjing Women’s Prison because she would not give up her practice of Falun Gong. In Nanjing Women’s Prison, Zhang Qinghua was persecuted to the point of death. In order to shirk responsibility, the prison officer asked her family to take her back in August 2010. On November 23, 2010, Zhang Qinghua died in the hospital. She was 61 years old.
Ms. Chang Guifeng was from Suzhou. On January 24, 2010, she was arrested while distributing information about Falun Gong, and her home was ransacked. At the same time, her daughter, Chang Zheng, was also arrested. The police intimidated, deceived, and interrogated Chang Guifeng illegally for three consecutive days. As a result, Chang Guifeng’s mental and physical health declined sharply. She was released on bail pending a trial. Due to the continuous harassment and intimidation from the 610 Office personnel and officers from the police station, Chang Guifeng suffered a severe mental blow. She fainted and passed away on June 19, 2010. She was 59 years old.
In 2011, there were 241 cases of persecution of Falun Gong practitioners in Jiangsu Province, including arbitrary arrests and detention. Among them, Dai Lijuan and Zhang Shufang were tortured to death.
Mr. Qian Fengcheng, 73, has been repeatedly arrested. On April 21, 2010, he was taken to a police training center for persecution. Qian Fengcheng was handcuffed to the criminal trial bench for nine days and nights, and not allowed to sleep or eat. He was beaten and tortured. He was later persecuted in the detention center. When he was on the verge of death, he was sent to a hospital. On July 10, 2011, Qian Fengcheng was arrested from his home and sent to Hongzehu Prison again. The prison would not accept him but the 610 Office still did not release him. The Jiangsu provincial 610 Office put out an order that as long as Qian Fengcheng could breathe, he was not to be released. Qian Fengcheng was later arrested again and persecuted by the brainwashing center.
In 2012, at least 294 Falun Gong practitioners in Jiangsu Province were arrested, of which 17 were illegally arrested, tried, and sentenced, 74 were persecuted in brainwashing sessions, and 24 were persecuted in labor camps. Mr. Xie Shiliang, an older physician in Wujin City, Changzhou, was subjected to nine years of imprisonment and persecution because of his persistence in practicing his faith. He suffered long-term torture and inhumane abuses which were mentally and physically devastating. He passed away on June 23, 2012 from torture. He was 68 years old.
From the time that Liu Yuxiang was appointed director of the Department of Justice of Jiangsu Province and the first political Commissar of the Prison Administration Bureau in March 2013, he continued to implement the CCP’s policy of persecuting Falun Gong, indulge cruel torture techniques, and violently destroy Falun Gong practitioners using Jiangsu’s prison system. According to available statistics, at least four people, including Zhu Xinghe, Zhong Chongbin, Wu Zhengzheng, and Tang Jingmei, were tortured to death. Many Falun Gong practitioners were persecuted to the point of physical disability, and physical and mental injury. As director of the Department of Justice and Secretary of the Prison Administration, Liu Yuxiang bears inescapable responsibility for the torture and deaths of these Falun Gong practitioners.
Mr. Zhu Xinghe, born in 1965, was arrested, illegally detained, and persecuted many times. In May 2015, Zhu Xinghe was sentenced to three years and six months in prison and sent to Suzhou Prison for persecution. While in Suzhou Prison, Zhu Xinghe was subjected to various inhumane punishments, including forced sitting on a small bench for long periods of time, running dozens of laps until he collapsed, being forced to undergo bone marrow punctures, injections, and forced to take unknown drugs. After a month of persecution, his belly had swelled, and he developed liver cirrhosis, liver ascites, and hypersplenism. On June 22, 2018, Zhu Xinghe was released after serving his term. The next day, on June 23, he passed away after vomiting blood from morning to afternoon.
Ms. Wu Zhengzheng had been repeatedly persecuted. She was sentenced to three years and six months in prison on October 28, 2005 and was arrested and taken to a detention center again on December 5, 2013. Without informing her family, and without a defense lawyer, Wu Zhengzheng was tried secretly in the detention center, and none of the participants in the trial identified themselves. On January 21, 2014, Wu Zhengzheng was sentenced to another three years and six months in prison. On March 5, 2014, she was arrested and taken to Nantong Prison for persecution. The persecution caused permanent injury and she became paralyzed. She returned home in January 2017. On March 7, 2017, she passed away from the torture she had suffered.
Mr. Zhong Chongbin, a retired soldier, was born in 1961. He was detained for two years and sentenced twice for a total of seven years in prison. He was sent to brainwashing sessions several times, detained three times, and his home was ransacked five times. On the morning of June 12, 2015, Zhong Chongbin was illegally sentenced to three years in prison. He was infected with tuberculosis in Hongzehu Prison and was in serious condition. His family members asked for bail to seek medical treatment, but the request was rejected. He returned home in June 2018, very weak, and weighing less than 35 kg (77 lbs). He died two months later, on August 14. After Zhong Chongbin’s body was cremated, half of his ashes turned jet-black. The family suspected he had been poisoned while in prison, leading to his death.
Mr. Wang Shuangmu was arrested by police on October 3, 2017 and his home was illegally ransacked. He was later sentenced to one and a half years in prison and sent to Hongze Lake Prison in Jiangsu Province for persecution. In Hongze Lake Prison, the deputy chief of the Education Reform Section, prison guards, and others took turns attempting to force Wang Shuangmu to give up Falun Gong and write a pledge of renunciation. Because he refused to “transform,” he was sprayed with pepper water multiple times, and tortured in “restraining clothes” (see illustration below) twice for a total of a month. Double teams of criminals jabbed his thighs with nails and ballpoint pens. He was forced to sit on a small stool (a method of torture) every day. Only his tail bone was allowed to touch the stool in this torture. If other parts of the body touched the stool, the prisoner would be beaten. Wang Shuangmu was tortured to the point where his legs became numb, and he lost all sensation.

Mr. Tang Xueyong, was arrested in 2014 and held in detention before being sentenced to eight years and ten months in prison in 2016. He was severely persecuted in Jiangsu Hongzehu Prison. To force Tang Xueyong to give up his faith in Falun Gong, prison guards instructed a criminal to torture him on April 19, 2018. He put Tang Xueyong into a choke hold until Tang Xueyong’s eyes rolled up.Afterwards, Tang was unable to speak or swallow for a long time.
Since Tang Xueyong still did not renounce his belief, the police instructed a double team of criminals to perform “eye-catching” torture on Tang Xueyong. On May 31, 2018, the retina of Tang Xueyong’s right eye became detached and his eyes started to bleed. Since the police still had not achieved their goal, they instructed a double team of criminals to beat Tang Xueyong across the head continuously with their fists. Tang Xueyong to the verge of death before he was sent to the prison hospital.
