(Minghui.org) Ms. Duan Jianhua from Fuping County of Baoding in Hebei Province was unlawfully taken away from her home on May 12, 2017, and formally arrested on May 26 for practicing Falun Gong, a spiritual discipline being persecuted by the Chinese communist regime. She remains detained.
Her husband, Mr. Chen Haijun, talked to the police to seek his wife’s release, but to no avail. On July 14, he filed a complaint against the Fuping County Police Department, the Fuping Procuratorate, and the Baoding Detention Center for violating the law in persecuting his wife for her faith. Copies of his complaint were also mailed to the Hebei Province High Court and the Supreme People’s Court.
Mr. Chen wrote in his complaint, “On March 31, police from the Domestic Security Division of Fuping County broke into my house and tried to arrest my wife. My wife managed to escape, but the police unlawfully took away her personal belongs, including printers, computers, Falun Dafa books, portraits of the founder of Falun Gong, and DVD players. These belongings were worth over 20,000 yuan.”
Later, Mr. Chen said that police from the Domestic Security Division came to harass the family again and summoned him and her brother-in-law for questioning. Police told them that they would issue a national arrest warrant for Ms. Duan.
An officer also threatened Mr. Chen, “We hear your son is studying at a university. This [the fact that Ms. Duan practices Falun Gong] will significantly affect his job opportunities.”
Mr. Chen also rebuked the accusation of “using a cult organization to undermine the implementation of law” against his wife, a charge commonly used by the communist regime to sentence Falun Gong practitioners.
“As Duan Jianhua’s husband, I have the right to know if my wife has really violated any law,” he said. In his complaint, Mr. Chen stated, “As a citizen, I also have the right to know if Fuping County Police Department and the Procuratorate have bent the law for self-interest and committed dereliction of duty and abuse of power.”
He went to the Fuping County Police Department and Fuping Procuratorate many times but was either stopped at the gate or given the runaround.
On June 21, he once again went to the Fuping Procuratorate and was received by a staff member who had been rehired. After reading the documents he presented, the staff member claimed he could not understand what Mr. Chen was talking about, even though Ms. Duan’s arrest warrant was issued by the Procuratorate itself.
When Mr. Chen asked to see the application from the Fuping Police Department for his wife’s arrest, his request was bluntly rejected.
The staff member then produced some legal provisions to justify the arrest of Ms. Duan, but none of them was relevant to Falun Gong.
The staff member then pointed to a document with the signature of Jiang Zemin, the former head of the Chinese Communist Party who directed the persecution of Falun Gong, and said, “This was passed by the Standing Committee of the Politburo and signed by Jiang Zemin himself, so the issue of Falun Gong was determined by the state.”
When Mr. Chen reasoned about his wife, the staff member told him, “We had instructions from above [about her case]. We are just following legal procedures.”
When Mr. Chen pointed out that his wife had been mistreated and that he would complain about those acting in violation of law, the staff member replied, “Duan Jianhua was arrested with the approval of Baoding City Procuratorate. You can complain to anywhere you like, but I doubt if your complaint will be accepted!”
Mr. Chen then tried to hand in his complaint to the Fuping County Police Department, but the officers in charge tried to avoid meeting with him or accepting his document.
