Mr. Hu Xurong worked at the Hunan Province Post Office Inspection Section. He was named one of the first "Ten Best Youths in the Postal System" in Hengyang City for two years running. He received other awards from the city and provincial government for three consecutive years. He was also awarded the title "Outstanding Individual" within the provincial and national postal system. Nevertheless, he was persecuted for refusing to give up Falun Gong.
Mr. Hu was distributing Falun Gong truth clarification materials at the Anfang Security Equipment Market in Nanhu, Sanxiang, Changsha City, Hunan Province, at 6:00 p.m. on November 25, 2003, when police and security officers handcuffed him and took him to Dongtundu Police Station in the Furong District. They ransacked his home in Changsha City and his residence in Zhengshuiqiao, Hengyang City. They tortured him until 1:00 a.m. on November 26, 2003, and held him in Section 2, Division 2 of Changsha City Detention Center. He was held in Division 30 of the Changsha First Detention Center between November 30 and December 6, 2003, and then held in Division 24, between December 6 and December 13, 2003, during which time he was forced to do heavy manual labor on a daily basis. Eleven officials physically and verbally assaulted him.
Mr. Hu's mother, Xie Duncui, passed away from grief and anger while her son was in detention.
