On July 20, 1999, Falun Dafa practitioner Mr. Shi Jujun, a resident of Zhangjiakou Prefecture, Hebei Province, went to Beijing to appeal on behalf of Falun Dafa with other practitioners. They were stopped by a police officer from a station in the Zhangjiakou Prefecture. Mr. Shi was arrested and detained at the Zhangbei County Police Department. He was not released until he was forced to write down something disrespectful towards Falun Dafa and its founder. Upon returning home, he went back to the Zhangbei County Police Department together with other practitioners, and he declared the statements he wrote under pressure null and void. Police in the County Department forcibly took him to the Dahe Township Station and extorted 280 yuan from him, ransacked his home, and detained him for 15 days in the county detention center.
One day in 2000, he visited a practitioner's house and was arrested. He was detained again for another 15 days.
In October 2000, he and another practitioner went to Shangyi County to clarify the truth. They were arrested by five police officers from the Shangyi County Department, including Huang Zhanming (male) and Qin Zhilong (male), chair of Political and Security Office. After Mr. Shi was arrested and detained for two days, he was taken to a detention center. The police ordered a prisoner to beat Mr. Shi, and then they extorted 400 yuan from him. They planned to sentence him to two years of forced labor. Mr. Shi refused to cooperate with the police and was brutally beaten. His leg was broken during the beating. Then he was taken to Shangyi County and detained there for a year. In 2001, Mr. Xue was taken to Gaoyang County and sentenced to one year of forced labor.
