Dear Minister Graham,

I am writing to urge you to intervene on behalf of Li Zhang, a Canadian landed immigrant whose husband Lizhi He, who attained his immigration visa before his arrest, is currently being detained in prison in China.

Mr. Lizhi He along with thousands of other Chinese nationals who are practitioners of Falun Gong have had their human rights trod upon and have been unjustly imprisoned, tortured and sentenced to labour camps and mental hospitals. These are violations of Article 9(1) of the International Covenant on Civil and Political Rights that stipulates "everyone has the right to liberty and security of the person. No one shall be subjected to arbitrary arrest or detention."

In light of the immigration status of Mr. Lizhi He and that of his wife, I implore you to take whatever action is possible to influence the Government of the People's Republic of China to release Mr. Lizhi He and allow him to emigrate to Canada.
