Liu Cunzhu is the Vice Secretary of Xinji City, Hebei Province. Since July 1999, when the persecution of Falun Gong practitioners began, Liu closely followed the direcives from Jiang Zemin. He used various means to persecute Dafa practitioners himself, and used the power of his office to persuade others in the city to do so, as well. On February 28, 2000, a meeting was held in Xinji City to coordinate activities during the time of two important local conferences. The two conferences were the Chinese People's Political Consultative Conference (CPPCC) and National People's Congress (NPC). Not expecting his comments to be made public, Liu Cunzhu made the following remarks in a speech given at the private meeting:
"1. From March to July last year, we held study sessions to forcefully "transform" Falun Gong practitioners [Note: to force practitioners to give up their belief] in the party's school. Seventy three practitioners were forced to attend the sessions." Liu Cunzhu also proclaimed that "The Towns of Jiucheng and Nanzhiqiu did especially well in rounding up practitioners for the study sessions."
"2. As a result of our recent work, 10 practitioners were sentenced to prison terms, 20 were sent to labor camps, 197 were detained, and more than 300 were forced into study sessions."
"3. We should increase our efforts to organize the capture of as many Dafa books and tapes as possible. We must use the element of surprise and focus our efforts where they will be most effective, targeting key practitioners and distribution sites, so that we will leave no books or tapes behind. All the employers and workers in the printing or copying businesses should be registered with the government, and Falun Gong practitioners will not be allowed in this kind of businesses. If Falun Gong materials are found in the jurisdiction area of a police station, and the case is not properly resolved, the chief or the policeman responsible will be held responsible and punished. We will make every single Falun Gong practitioner register and keep their information on file."
"4. We will make a strict rule in "helping" Falun Gong practitioners: The working team responsible for each village cannot leave until ALL the Falun Gong practitioners are transformed."
"5. We will establish pursuit teams under the supervision of a vice chief (police officer). In the unsuccessful pursuit of Hou Jinqiao and Chen Xibo, we will establish guidelines to punish those responsible. During this sensitive period, if even one practitioner goes to appeal in Beijing, the responsible department in the town will be severely punished; administrative warnings will be given to the major officials, officials responsible, and policemen in charge."
"6. We will specially assign people to interrogate and examine travelers at train stations and bus terminals. Without ID Cards or identification letters, no one can be allowed to get on any train or bus. (In Xinji City, authorities confiscated practitioners' ID cards without cause)"
"7. From March 1st, and during the time of the two conferences, one can report the key persons (that are likely to go to Beijing to appeal, etc.) to the city government. We will put them together into study sessions in the party's school. Each unit can do the same."
"8. We will check every Internet cafe and personal computer and strictly prohibit downloading Falun Gong materials from the Internet and copying them. We will strengthen our investigation into cases of downloading, photocopying, and distributing fliers, using methods such as stakeouts to uncover such activities."
"9. We will intensify the strength of our persecution and the use of propaganda, forming a special agency for this issue and to set the goals of transformation."
The words above are the content of a "secret document", which was distributed to lower level government offices. Who knows what level of "national secrets" that this is? People with kindness in your hearts, think about it: when a country's key agents who guard national secrets are doing things listed above at any cost, what will be the future of the country in terms of its morality and economy?
