There are 5 districts in Weifang City: Chengguan, Xiguan, Nanguan, Dongguan, and Beiguan. Falun Dafa practitioners from each of these districts are under the administration of their street neighborhood offices, respectively. Officials in these offices have been illegally detaining and brutally beating the practitioners (Mrs. Chen Zixiu was beaten to death in Chengguan District). They have also been extorting money from the practitioners by imposing huge fines. If the fines were not received, the practitioners would not be released. Among them, the street neighborhood office at Nanguan District collected the most fines from the Falun Gong practitioners. This spring, they had accumulated more than 100,000 Yuan RMB ($12,500 at current exchange rate, equivalent to 19 years of Chinas nationwide average salary). They used the money for personal gain. The money taken under he pretense that, it was the governments regulation to impose the fines, was not turned in to the government as claimed.. They, in fact, broke the law while claiming to enforce the law.
These street neighborhood offices have become the tests for Dafa practitioners to pass in their cultivation, especially for the practitioners in Nanguan District. Likewise, those assailants and murderers who work there have also built the hells for themselves with the countless crimes they have committed. What they are facing is inevitable retribution for their evildoing.

It is said that the county government has formed a special group for dealing with Falun Gong. Their target is to transform the practitioners before the end of September. Those who refused to write the letter guaranteeing to quit practicing Falun Gong will be sent to labor camps. Practitioners are also threatened that their homes are to be searched and their property confiscated. Some steadfast practitioners were taken to the shooting range (one of the places they used to abuse and transform Falun Dafa practitioners) and physically abused, some brutally. The abuse and the torture are unspeakable. We hope kind-hearted people can help us stop the atrocity of Jiang Zemin and his lackeys as soon as possible.
[Mainland China] Falun Dafa Practitioners In Shandong Province Sentenced To Forced-Labor Education
Wang Qicai, female, in her 40s, was sentenced to 3 years of forced-labor education in October, 1999. Her husband, Li Peihong, was sentenced to 3 years of forced labor in December of the same year. Only their aged parents and their child were left at home. The couples were millionaires and have made a great contribution to Falun Dafa. They rented a house, bought TV and VCR for practitioners?use and often went to the rural areas to promote Falun Dafa and deliver books. Now most of their property has been confiscated by the police.
Xing Xiaoling, female, in her 40s, former cadre of the Industry and Commerce Bureau. She was detained twice for going to Beijing to appeal. In April, 2000, she was set up by her employer, and got arrested and sentenced to 3 years of forced-labor education.
Song Weixing, male, 30 years old, was detained many times and suffered a great deal of torture. In April, 2000, he was sentenced to 3 years of forced labor for revealing the truth of the death of Chen Zixiu to the public. Chen Zixiu was a practitioner in Weifang, Shandong Province who died of physical abuse while in custody for refusing to recant her belief) to the public. Wall Street Journal reported her death in an article.
Qin Yongjie, male, in his 30s, was a former teacher of a textile vocational school. He was detained many times for going to Beijing to appeal. In April, 2000, he was sent to forced labor. During a physical examination, he was diagnosed to have chronic hepatitis and was therefore released on bail to seek medical treatment. In July, he was again forced to labor reeducation for sharing experiences at a practitioner's home.
Mou Naiwu, male, in his 40s, was a former teacher of a textile vocational school. He was sentenced to 3 years of forced-labor education in January, 2000. At one time, the long and excessive workload caused him to have hypertension (high blood pressure of 240). The authorities of the labor camp released him on bail to seek medical treatment.
Zhang Zhao, male, 30 years old, was trapped by the police and sent forcefully to a labor camp in April, 2000. After he was released on bail to seek medical treatment, the Public Security went to his home to harass him again. One day in July, practitioner Zhang was taken away by the Public Security. Practitioner Zhangs entire family, including his 2-year-old daughter Ming Hui, practice Falun Gong. Later, father of practitioner Zhang went to the labor camp with other practitioners to ask for the release of practitioners, he was then detained for 15 days.
Wu Jiqiang, male, in his 40s, former employee of the City's Bureau of Finance. He has been detained for a long time. He was sent to a mental hospital and was forcefully injected with drugs, and had serious side effects. He was only released after Su Gang died (Note: Su Gang was a practitioner from Zibo city, Shangdong Province who died from physical abuse while in a mental hospital. Practitioner Wu was detained together with Su Gang). In July, 2000, practitioner Wu was arrested by the police. He was sentenced to serve 3 years of forced labor. His wife and two children (all are Falun Gong practitioners) have no source of income.
Tan Yonggang, male, in his 40s, former manager of a furniture factory. He has gone to Tiananmen Square to unfurl a banner and was detained accordingly. In April, 2000, he was arrested by the police, and sentenced to serve 3 years of forced labor.
Hua Ruiliang, male, 29 years old, was a former employee of the City's Bank of Construction. In 1999, he was sentenced to 3 years of forced-labor education for receiving and dispatching Falun Dafa practitioners in Beijing. He was cruelly beaten.
Wu Libao, male, in his 30s, former teacher of the City's School of Studying Assistance. In April, 2000, he was sentenced to 3 years of forced-labor education.
Na Jingxue, male, in his 40s, former cadre of the City's committee of discipline and examination. In April, 2000, he was sentenced to 3 years of forced-labor education.
In order to request a cultivation environment, these Falun Dafa practitioners have gone on a group hunger strike many times. They were all force-fed. As a prisoner here, it is generally allowed to meet relatives once a week. However, for Falun Dafa practitioners, their relatives can only be allowed to visit them once every two weeks. Since the hunger strike by the practitioners, all their relatives are not allowed to visit them.
According to a reliable source, recently there will be another group of Falun Dafa practitioners who will be declared by the government as guilty without trials and sent to labor camps. The Public Security Bureau will probably take action soon to arrest these practitioners.
