Part I. Evil Conducts Committed Against Falun Gong Practitioners
Since July 1999, a handful of Jiang Zemin's followers in Anqiu City have persecuted Falun Gong practitioners by staging violent actions against them. Several hundred people have been arrested and imprisoned, or sent to labor camps where they are forced to work long hours without basic rights or pay. Practitioners and their families (even non-practitioners) have been fined mercilessly (up to 50,000 RMB, about $6,000), and many have lost their jobs or pensions. Police have even looted practitioners' homes, stealing anything of value. Many homes have been destroyed and many family members have been separated. The atrocities committed against Falun Gong practitioners are too horrible to describe. Borrowing Jiang Zemin's own words, "Some families were broken apart and many lives disappeared." We are appealing to the world to stop these crimes.
Information Regarding Prime Perpetrators
Case1. Cheng Shuping
Title: political security section Chief, Anqiu Police Department.
Home Address: Anqiu Police Residence Complex.
Cheng is in charge of the persecution and torture of practitioners, and often fulfills these "duties" himself. In his police station, there was such severe and brutal repression against Falun Gong practitioners that the only way that practitioners could pursue their rights was to hold a hunger strike. Cheng then assembled a team consisting of an official from the people's hospital, and their head nurse (Dong Huiling), the entire staff of the political security section, together with several prison guards and inmates to force feed those practitioners who had not eaten for a week. The practitioners were handcuffed from behind, feet shackled, and tied to steel pillars. Practitioners were then force-fed through the mouth and nose, which caused lots of bleeding. The practitioners who refused to cooperate were tortured horribly for over an hour. More than 50 people witnessed these happenings. To reward his "outstanding" activity, Cheng was twice granted the "Third Class Honor" by the Police Department.
Case 2. Li Jian
Position: a driver for the political security section.
Whenever practitioners were arrested and he was around, Li would always volunteer to beat and curse practitioners. In addition to using the electric baton, Li uses a special tool to torture people's palms and the soles of the feet. This kind of torture leaves no mark on the skin, but it is extremely hard to endure. He was also granted a "Third Class Honor" for persecuting Falun Gong practitioners.
Case3. Du Jianyong
Title: Anqiu Police Officer
He resides at the liaison office in Beijing, he is a prime perpetrator against Dafa practitioners. His job is to torture Anqiu practitioners caught in Beijing. Everyone caught by him in Beijing became victims of his severe beatings and torture.
Case 4. Song Shuling
Title: Head of Department of Political Law in Hongshagou Town.
Song Shuling played a major role in the suppression of Falun Gong in Hongshagou. In March 2000, at the Anqiu liaison office in Beijing, Song personally tortured two female practitioners (one was only 25 and unmarried). At night, he beat these two women, and then separated them. While shouting profanities, he burned their faces with cigarettes. They suffered severe burns over 70% of their faces.
Case 5. Liu Jiang
Title: Head of the Department of Political Law in Danshan Town.
He is the prime perpetrator of maltreatment suffered by practitioners in the town. Last year, he took 5,700 RMB (about $690) from a practitioner in Beijing, and denied this later. On July 19, 2000, he and about twenty of his subordinates sent a couple (husband and wife) from their farm directly to Anqiu Prison simply to prevent them from appealing in Beijing. They also confiscated their motorcycle (worth 20,000 RMB, about $2,400). This practitioner had already been fined 40,000 RMB (about $4,800) in 1999.
Case 6. Wang Peiliang
Title: Head of the Department of Political Law in Guanzhuang Town.
Wang Peiliang, Du Guifu and Zhang Shuwen were responsible for torturing Ma Jinbao and his wife Wang Shufen. In December 1999, they escorted Wang Shufen back from Beijing and held her in Guanzhuang Detention Center for more than 40 days. The first night at the detention center, they used a bamboo stick to beat her repeatedly. The beating was so severe that two sticks were broken. She was tortured continuously until the next morning. In July 2000, they detained Ma Jinbao for more than 20 days. After Ma was beaten to the ground, Wang and his assistants stomped on his head and continued pummeling his body. After Ma lost consciousness, they drenched him with cold water to revive him and commenced hitting him againwith a wooden stick. They tortured him at night and during the day forced him to kneel down in the summer heat. Several times they even force fed him alcohol in order to revive him from his unconscious state, only to deliver another round of torture. During Ma's detention, the town government sent people to his house. They beat Ma's wife Wang Shufen and then robbed them of all valuable property including TV, VCR, tape recorder, electric fan, furniture, farm equipment, kitchen utensils and grain (1,500 kg of wheat, 500 kg of corn, they even stole 250 kg of wheat and 20 kg of soy beans that belonged to a friend). After his release, Ma and his wife tried to escape but were caught. This time, their 12-year-old son and 18-year-old daughter were locked up with their parents in a garage. The boy's head was beaten against the wall. The girl was also beaten badly. During the torture, both became unconscious and again were revived by being forced fed alcohol. The cruelty was beyond description. Until today, Ma Jinbao is still missing.
Case7. Su Zhaosheng
Title: Party Head of Xingshan Village, Wangjiazhuang Town.
Practitioner Su Xiaoyou (60 year old) and his wife were detained several times in different locations. Each time the police came they would lock their door, but Su Zhaosheng would order the lock be cut and home raided. During a raid in October 1999, Su Zhaosheng and seven other Party members confiscated a bank savings certificate [the only evidence to withdraw and deposit money from a personal bank account], farm tools, a motorcycle and bicycles. During another raid in June 2000, they were only able to find 26 RMB (about $3). They broke into the couple's home six times, robbing them of all their valuable property. Moreover, they cut the power supply to Su Xiaoyou's house in March 2000. At the end of September 2000, the couple was again detained. Their whereabouts are currently unknown.
We want to tell the followers of Jiang Zemin: please stop assisting the demons in the persecution against good people. The great Buddha Law provides everyone an opportunity to re-position one's own life in the universe. "Your future is pre-determined by your own will" (by Master Li Hongzhi). Please treasure this rare opportunity. You won't be given another chance.
In fact, many of you government officials and police know the truth about Falun Gong, but for your own job security and career, you have bowed to the evil force and have become its collaborators in the persecution of innocent practitioners. For the sake of heaven and earth, for a better China, and for justice and truth, please listen to your own conscience and speak out. Please free all the practitioners still in detention, and restore their good reputations.

Terror in Anqiu on July 20, 2000
When July 20, 2000, was approaching, the Anqiu Police Department authorized all of its branches to detain anyone suspected of practicing Falun Gong. All detainees under this decree were sent to the Anqiu City Detention Center. This was to prevent practitioners, especially those who insisted on validating Dafa, from traveling to Beijing to appeal. The people in Anqiu City and the surrounding areas suffered from intense horror around this time.
Ma Zhixin and Zhang Zhenfang are a married couple and residents of Danshan Town. While working in the field on July 19, they were arrested by some 20 policemen led by Liu Jiang, Head of the Department of Political Law in Danshan Town. They were forced into a police vehicle and sent to the Anqiu Detention Center. Their family did not know anything about their arrest until after they were released.
Hu Demei, female, 26 years old. She lives in Jingzhi Town in Anqiu City, She was arrested on July 19 when she left home to buy lunch. Even her husband did not know her whereabouts until after her release.
Li Jun and Li Qizhi are husband and wife. In the morning of July 19, they were taken away from their work place and then detained without any legal procedures.
More than 100 people were forced or tricked into the detention centers.
Illegal seizure of money and valuable property

Practitioner A: Cash 47,700 RMB (about $5,740), and property worth 2,000 RMB taken. This practitioner is homeless now.
Practitioner B: Cash 40,000 RMB (about $4,800) taken.

There are many other similar cases, and but the victims were too afraid to tell the public.
Torture and forced labor
Li Rendong, male, 36 years old. Li was sentenced to 3 years of labor education after he went to Beijing to appeal.
Yang Jinbo, male, 36 years old, was arrested while at home on July 19, 2000. On The next day, he was sentenced to 3 years of labor education and sent to Changle Labor Education Center.
Yao Hexing, male, 26 years old, was detained in Anqiu Detention Center after he went to Beijing to appeal last year. His arms were tied for 22 hours using a thin rope, and his circulation was blocked. As a result, a large area of skin on his right arm became gangrenous (note: medical condition where tissue dies.) Until today, he has not regained normal use of his arm. In August 2000, his work unit fired him.
Ma Jinbao, male, 50 years old, was so severely tortured by the associate Party head of Guanzhuang Town that on several occasions he stopped breathing. They poured cold water on him to bring him back to consciousness, and then continued the torture. The police also raided his house. Now he is a homeless man. No one knows where he is.
Similarly, five practitioners in Wangjiazhuangzi Town were detained; several practitioners in Huangqibao Town, Linghe Town, Hongshagou Town and Jingzhi Town were detained. Some people left their homes to escape the arrests. These Falun Gong practitioners also received endless harassment including phone calls and unexpected home visits. More than 200 practitioners noticed that their phone calls were monitored.
