Falun Gong practitioner Ms. Yan Xiaoli, approximately 41 years old, is an employee of the Gulou Credit Association (a subsidiary of the Zhuolu County Credit Union) in Hebei Province. In April 2007, as Ms. Yan was clarifying the truth to people during a tree-planting activity organized by the Zhuolu County Youth League, someone reported her to the authorities. Officers from the Zhuolu County 610 Office then arrested her, took her to a brainwashing center, and tortured her for over a month.
On April 11, 2007, Zhuolu County Deputy CCP Secretary Ren Yuan directed four county officials to go to Ms. Yan's workplace to coerce her into giving up her practice of Falun Gong. These individuals included Political and Judiciary Committee Secretary Zhang Zhifu, Zhuolu County 610 Office Director Zhao Xuan, along with Li Zhiming and Ban Zhiyong, also from the 610 Office. They did not succeed, however.
The following morning, Li and Ban returned to Ms. Yan's workplace. They summoned her to the office of the credit association director Chen Wei and tried to force her to write a guarantee statement, but Ms. Yan refused. That same afternoon, they told Ms. Yan that they wanted to take her to see the county credit union director Li Hailin. But instead, they forced her into a car and took her to the Zhangjiakou City Brainwashing Center at the Qiaodong District Law School in Zhangjiakou City, Hebei Province.
Ms. Yan refused to cooperate during the brainwashing sessions. In retaliation, the guards forced her to stand still from 8:00 a.m. until 10:00 p.m., and sometimes until 1:00 a.m. each day. They cut her meals from two to one per day, and each "meal" consisted of only a steamed bun and some pickled vegetables. On two occasions, the guards forced her to stand until 1:00 a.m. and then bound her to an iron chair. She was forced to lie still and was unable sleep for the entire night. The next morning, they forced her to resume standing. The guards shouted obscenities at her if she did not stand absolutely still. She was tortured like this for a week, and then was tortured psychologically. The guards forced her to watch videos that defamed Falun Gong and they attempted to make her write a "review" after each one.
As Ms. Yan was enduring physical and psychological torture during her detention, her family members were placed under constant duress. Her parents are both elderly and have experienced a great deal of anxiety over the persecution of their daughter. During this time, Ms. Yan's mother-in-law always had tears in her eyes. Ms. Yan's son was deprived of his mother's care, and her husband was unable to eat or sleep well.
During Ms. Yan's detention, the Zhuolu County 610 Office and the brainwashing center forced her workplace to pay a 8,000 yuan "tuition fee." Ms. Yan's family paid 10,000 yuan to various government officials while attempting to secure her release, plus incurred 1,000 yuan in additional expenses, so Ms. Yan's family lost a total of 11,000 yuan.
From August 25 to September 3, officers from Nu'erhe Police Station at Taihe District, Jinzhou City arrested seven Falun Gong practitioners including Jing Cuizhen and her husband Sheng Fuji, Ms. You, Guo Liguang, Li Zhongshan and two other practitioners. The police also ransacked the homes of Chang You, Zhang Jing and Jin Yulan, but they failed to arrest these three practitioners.
Right now the police and security personnel are still monitoring practitioners Guo Liguang, Jiang Liqing and many other practitioners, watching for opportunities to arrest them. The police went to their homes to harass them every day. Many practitioners have to become homeless and destitute. They cannot go back home or go to work. Some practitioners' children want to go to college, but because of the persecution they cannot attend. Two families' children have become homeless because their parents cannot go back home.
1. Two Senior Practitioners Arrested and over 200 Villagers Seek Their Release
On the night of August 25 at around 10 p.m., Falun Gong practitioners Ms. Jing Cuizhen, who is over 60, and Ms. You, who is over 70, from Yaotang village, Nu'erhe Town were arrested by the police and security personnel when they were clarifying the truth about the persecution. They were taken to Nu'erhe Police Station. From 11:50 p.m. to 3:30 a.m. the next morning, the police ransacked Jing Cuizhen's home three times and took away the computer, printer and other personal belongings that filled up three trucks. They also arrested Jing Cuizhen's husband Sheng Fuji.
The Jinzhou Police Department, Taihe District Police Department and Nu'erhe Police Station interrogated Sheng Fuji and Jing Cuizhen, attempting to force them to give confessions through torture. Jing Cuizhen was brutally beaten, and her eyes were blue and purple with hyperemia. Her lips were swollen and bleeding. The front side of her coat was covered with blood stains and her hands were cuffed behind her back. The handcuffs dug into her hands. Her hands were badly swollen and her knees were black and blue. Jing Cuizhen asked to go to the restroom, but the police did not allow her to go and caused her to wet her pants. Police officer Wang Dingke from Nu'erhe Police Station claimed, "She hit herself. Nobody beat her."
When the police were confronted about beating practitioners, Taihe District Police Department policeman Chai snidely replied, "You can go wherever you want to appeal. We don't care."
The head of Taihe District made the threat, "We will beat Jing Cuizhen to death."
Right now Sheng Fuji and his wife Jing Cuizhen are illegally detained at the First Detention Center of Jinzhou City .
When Jing Cuizhen and Sheng Fuji were arrested, more than 200 villagers and their relatives went to the couple's home and then followed the police cars to the police station. Many of their relatives and friends waited at the police station for the whole night and explained to the police that the husband and wife are very good people. This action really shocked the police and was a testament to the reputation of Jing Cuizhen and Sheng Fuji among the villagers.
Mr. Sheng Fuji was the head of the village for more than 20 years. During the last two years, he voluntarily resigned from the position due to his age, but the villagers still asked him to be the treasurer. People said that they would feel at ease, knowing that he is very honest.
2. Ms. Jin Menglan's Home Ransacked
On August 26, 2007 at around 5:30 p.m., the local security staff led police to Jin Menglan's home. At first they just looked around, and then no matter where Jin Menglan went, the police always followed her. Ms. Jin's husband asked the police, "Why do you always follow her?"
The police could not say anything. After a while, the police made a phone call. After about 40 minutes, 6 police officers arrived at Jin Menglan's home and 7 police vehicles were parked outside her home. The police started to ransack Ms. Jin's home but they could not find anything. Then they went to Jin Menglan's son's home. Ms. Jin's granddaughter was at home. She saw the police and said, "What are you doing?"
A police threatened her, "We will take you to the police station too if you question us again."
At about eight o'clock in the evening, Jin Menglan had symptoms of high blood pressure, twitching and shock. The police called the paramedics. The police ordered the doctor to give Ms. Jin an injection. Ms. Jin's husband stopped them and said, "You cannot give her the injection. What if something goes wrong after the injection?"
A police officer said, "Give her the injection. After the injection we will take her way."
Ms. Jin's husband said, "You cannot take her away. What if she dies?"
Another police officer replied viciously, "We are not responsible for it if she dies. Our higher level authorities will take care of it. We will throw her onto the street if she dies."
